The program goals were to provide a full service library for military personnel and their dependents.

The site is a piece of land projecting into a man- made lake with visibility from every angle across the lake. From the exterior, the appearance of the building is that of a large brick pavilion in a park- like setting. Simple brick Roman arches over openings extending to the floor are the most distinctive design element. These arches establish a rhythm along the entrance facade and along the elevation facing the lake. Two smaller higher pavilions are inserted into the larger structure. One forms an entrance porch and the other a reading lounge on the opposite side overlooking the lake. These pavilions serve as the focal points and emphasize the symmetry of the design.
